Recently, the Nankai University Education Foundation visited the Tianjin Municipality Public Security Bureau (PSB) Foreign NGO Management Office, giving office personnel a banner to thank them for their service.
The Nankai University Education Foundation worked with more than 10 different foreign NGOs over the years to develop student financial aid programs, making yearly donations to impoverished students and significantly contributing to the university and the social welfare of students.
The Foundation made an urgent request for help to the PSB, explaining that foreign NGOs do not have adequate time to prepare the materials required for a temporary activity filing, which has affected the Foundation and the NGOs’ ability to sign cooperation agreements. This in turn has meant that many students are unable to receive their scholarships in a timely fashion. After learning of the situation, PSB personnel quickly got to work, taking the initiative and putting people at the center of their work, all while maintaining their foundational commitment to carrying out management duties in accordance with the law. The PSB verified the circumstances of foreign NGOs in other provinces and cities and proactively guided the Foundation in filing procedures. Eventually, the filing work was completed in time.

At the same time, the PSB expressed its hope that the NGO will actively strengthen communication with its professional supervisory unit, conduct activities in accordance with the law under the framework of the foreign NGO law, aid in the Belt and Road Initiative, and help to build friendship between Africa and China. The China-Africa Chamber of Commerce thanked the PSB for its service and guidance, pledging to thoroughly fulfill its duties in accordance with the law, build a platform for cooperation between China and Africa, and actively promote economic exchange to achieve win-win results.

More than 100 representatives from provincial-, city-, and county-level Communist Youth Leagues attended the event.
The PSB explained the background of the Foreign NGO Law’s implementation, emphasizing the Youth League’s role as a Chinese Partner Unit in cooperation with foreign NGOs. This included handling temporary activity filing and legal procedures, relevant issues to be aware of, and recommendations for related work. All meeting participants indicated that they got a lot out of the meeting, pledged to facilitate exchange activities between Guangdong, Hong Kong, and Macau youth groups in strict adherence with the requirements of the Foreign NGO Law, and promote the construction of the Guangdong-Hong Kong-Macau Greater Bay Area.
