On June 30, the Beijing Public Security Bureau (PSB) Foreign NGO Management Office granted registration certificates to 15 foreign NGOs: Ford Foundation (United States), Give2Asia (United States), The Asia Foundation (United States), Caterpillar Foundation (United States), Environmental Defense Fund (United States), ClientEarth (United Kingdom), Motion Picture Association of America (United States), IFPI (Switzerland), Pacific Asia Travel Association (United States), United States Information Technology Office (United States), China Cable Chamber of Commerce (Hong Kong), World Trade Centers Association (United States), Japan-China Investment Promotion Organisation (Japan), Japan Iron and Steel Federation (Japan), and Korean Film Council (South Korea).
Today, the Shandong and Chongqing PSB Foreign NGO Management Offices separately approved the registration of several foreign NGOs as well as held meetings with them. The Shandong PSB registered the Korea Institute of Industrial Technology (South Korea), which in turn gave the Shandong PSB a “thank you” banner. The Chongqing PSB approved the registration of Pacific Environment (United States) and the Gyonggido Business & Science Accelerator (South Korea).
Today, the Qinghai PSB Foreign NGO Management Office held a meeting of foreign NGO representatives located in the province, including Oxfam (Hong Kong) and Association for International Solidarity in Asia (Italy). Domestic groups such as Qinghai Social Work Association were also in attendance. The meeting focused on the Foreign NGO Law, including details such as what services the PSB can provide, how a foreign NGO can find a Professional Supervisory Unit, and how a foreign NGO can register a representative office or file for a temporary activity.
Today, the Beijing, Jiangsu, Hunan, and Guizhou PSB Foreign NGO Management Offices held informal discussions with colleges and universities in their respective jurisdictions to discuss the Foreign NGO Law and how schools can cooperate with foreign NGOs.
Today, the Beijing PSB Foreign NGO Management Office met with a representative from Holt International, who came to discuss Holt’s history and offer a “thank you” banner to the office. [The China NGO Project notes that Holt was among the first NGOs registered in January 2017.]
Today, the Guizhou PSB Foreign NGO Management Office took several measures to increase the convenience of Foreign NGO Law implementation, including reaching an agreement with EMS WorldWide Express Mail Service in which the PSB will send receipts for temporary activity filings directly to the Chinese Partner Unit rather than making the Chinese Partner come back to the PSB office to pick them up. The Guizhou office has already done so with three temporary activity filings.
Today, the Guangxi PSB Foreign NGO Management Office met with a representative from Blessing Hands, a U.S.-based NGO, to explain the Foreign NGO Law and registration process.
