Hong Kong and Macau Affairs Offices at two different administrative levels began serving as Professional Supervisory Units (PSUs) for foreign NGOs in November. The State Council Hong Kong and Macau Affairs Office (national level) is sponsoring the Macao Tong Chai Charity Association (澳门同济慈善会), which registered in Beijing on November 27. The Chongqing Office of Hong Kong and Macau Affairs (provincial level) is sponsoring the Hong Kong Institute for Public Administration, which registered in Chongqing on November 5.
No Hong Kong and Macau Affairs Offices at any level had previously served a PSUs. The Ministry of Public Security’s 2019 list of eligible PSUs does not include the Hong Kong and Macau Affairs Office functional hierarchy (or xitong). This makes a total of seven xitongs that are currently sponsoring foreign NGOs at some level, despite not being included on the 2019 eligible PSU list:
- All-China Youth Federation (中华全国青年联合会)
- Chinese Association for International Understanding (中国国际交流协会)
- Communist Youth League of China (中国共产主义青年团)
- Ministry of Foreign Affairs (外交部)
- Shanghai Institutes for International Studies (上海国际问题研究院)
- State Council Hong Kong and Macau Affairs Office (国务院港澳事务办公室)
- State Council Taiwan Affairs Office (国务院台湾事务办公室)
