According to the Guangzhou government website, Guangzhou’s Coordinating Small Group for Foreign NGO Management Work held a training class on July 11 and 12. Participants included representatives from all of the government entities represented in the group (which were not explicitly listed in the article) as well as local public security bureau leadership. Yang Jianghua, Guangzhou’s Vice Mayor, Public Security Bureau Head, and Head of the Coordinating Small Group, was also in attendance. Yang’s concurrent job postings as head of the city’s Public Security Bureau and head of the Coordinating Small Group for Foreign NGO Management Work demonstrate that such local iterations of the National Coordinating Small Group for Foreign NGO Management Work share the same leadership structure, with a public security representative heading the group.
