On November 21, the State Forestry Administration convened a meeting on the Foreign NGO Law, attended by 28 provincial- and city-level Forestry offices as well as by the Beijing Public Security Bureau (PSB) Foreign NGO Management Office. Participants discussed various forestry offices’ work with foreign NGOs and the Beijing PSB emphasized its desire to continue to cooperate with forestry officials.
Today, the Shanghai PSB Foreign NGO Management Office presented a registration certificate to United Way Worldwide (United States), indicating it hoped United Way would continue to play an important role in China’s “One Belt One Road” efforts and in Shanghai’s charitable scene. The same day, the Zhejiang PSB Foreign NGO Management Office gave Wirtschaftsförderung und Technologietransfer Schleswig-Holstein GmbH (Germany) its registration certificate.
Today, three different provincial-level PSB Foreign NGO Management Offices held trainings related to the Foreign NGO Law. In Tianjin, representatives from 55 Professional Supervisory Units (PSUs) and 14 universities and colleges attended the training. In Chongqing, PSB officials held the meeting at the city’s Education Commission, with dozens of undergraduate institutions, vocational schools, and foundations participating. Meanwhile, Jiangsu PSB officials went to Nanjing University to discuss the law with the university’s educational foundation and various department officials.
Today, the Inner Mongolia PSB Foreign NGO Management Office made site visits to see the work of several foreign NGOs in its jurisdiction, including that of the Japan Greening Network (日本绿化网络) and the Kadoorie Foundation. [The China NGO Project does not know of any organization by the name of the “Japan Greening Network” in Inner Mongolia, though this may be shorthand for the Japan Association for Greening Deserts (日本沙漠绿化实践协会), which registered a representative office in Inner Mongolia in August. MPS data show that the Kadoorie Foundation has one ongoing temporary activity in Inner Mongolia, running through July of 2018.]
Separately, the Hubei PSB Foreign NGO Management Office paid visits to three foreign NGOs that have already registered representative offices in the province to “hear [their] reactions to the 19th Party Congress, understand their work situation, [and] hear their suggestions and resolve problems.” These groups were: the Cheongju Trade Union Discussion Forum (South Korea), The Netherlands Trade Promotion Council, and Rare (United States).
Also today, the Guizhou PSB Foreign NGO Management Office met with a visiting representative of the Hong Kong-based foreign NGO U-Hearts. U-Hearts presented the PSB with a “thank you” banner for its help in carrying out a temporary activity in the province.
Today, the Beijing PSB Foreign NGO Management Office met separately with Give2Asia (United States) and Oxfam (Hong Kong), both of which are registered in Beijing. Both organizations thanked the PSB and their PSUs for guidance and support. In Guizhou, PSB Foreign NGO Management officials met with Hong Kong’s Institute for Integrated Rural Development, which is registered in Hunan. The Institute gave the PSB a “thank-you” banner for its help during the group’s temporary activity filing process for activities in Guizhou.
Today, the Jiangsu PSB Foreign NGO Management Office presented a registration certificate to the Netherlands Trade Promotion Council (荷兰贸易促进委员会), which thanked the PSB for its warm and efficient service. Separately, the Hunan PSB Foreign NGO Management Office gave a registration certificate to the Thailand-China Eastern Alliance Trade Promotion Council (泰中东盟经贸促进会). The Alliance representative said that from the first time the group went to the PSB with questions, to the time they were able to get registered, the PSB offered “warm and thoughtful service” and “skilled and exquisite professionalism.”
Today, in Hebei provincial city of Handan, the Wu’an Hospital of Traditional Chinese Medicine and Operation Rainbow Canada carried out a temporary activity treating cleft palates and lips. The Hospital and the NGO also presented a “thank you” banner to the Handan City PSB Foreign NGO Management Office, which, “under the guidance of the Hebei PSB,” helped ensure that the activity was able to go forward.
