On December 4, an NGO from Pakistan registered a representative office in China, making it the first Pakistan-based organization to either register an office or file for a temporary activity since the Foreign NGO Law went into effect in 2017. According to the Ministry of Public Security website, the Hyderabad Chamber of Commerce and Industry (海德拉巴工商业联合会) [group name translated by The China NGO Project] representative office is located in Chongqing, and the city’s Commission of Commerce serves as its Professional Supervisory Unit.
Interestingly, the group’s permitted area of operations includes Xinjiang Bingtuan, a rarity among foreign NGOs that do not have all of China as their operating area—only four other non-nationally-operating foreign NGOs list Xinjiang Bingtuan in their permitted area of operations.
